3755807 um have you ever read a comic involving storm, she doesnt make her clothes from clouds never has, her costume is well made from regualar materials (or made from one of the many strong but flexible substances in marvel lore), so yeah theres no stupid logic here outside of her forgetting the cape, but given this is a women who loves to shower naked in the rain i can see it happening (also storm no1 hottie in all of marvel)
