New policy by Dr. Wu had everyone require a vaccine on the island, just for safety. However, it was not actually a vaccine, but a serum to rewrite the DNA of humans to be able to be breed with and birth new dinosaurs. Of course, the dinosaurs could smell the new pheromones and new who to target.
