Basically charizard's tail fire is the type if fitr that even can burn underwater. I forgot the scientific name and i guess no one cares but an episode of anime shows zard flying to a pool of water and obviously surviving it. That should be proof enough

The Energy that is being used to let the fire burn like it does probably has its own oxidizer like a propane/oxygen mix is created at the base of the tail at a point where a flash temp spot is constantly there so the fire will always burn.

So I dont think anyone cares but as charmander evolves the his tail flame becomes more powerful to the point where charizards tail can stay underwater for up to 5 hours
