it is claimed/people worry that time in chastity will cause penis to shrink.... as with most things, no official studies, just people claiming things on both sides, but its unlikely it would ever shrink that much... more likely to cause scaring and damage to make a permanent downward erection if anything . As for why the art, perhaps because some people like the idea of having their penis shrunk... for various reasons... humiliation, submission, forced fem, etc. rule34 as always.

Chastity does shrink your penis temporarily, if I wear my cage for several weeks without taking it off mine goes down from 3.7 to about 3 inches but it last only a couple hours.
