RWBY is a show where all of the girls are attractive, so Amber can't stand out for that alone... People pick their favorites from the show based on personality more than looks. Not having one of those is it.
It's probably because Amber was in so few episodes and barely spoke, having absolutely no social scenes to establish her personality; Amber has less personality in the show than Neo, who literally does not speak at all. Amber has no real personality traits.
I'd be willing to bet that this particular artist only included her in this series of drawings for the "maiden" powers joke, which is pretty funny.

How the fuck is she suppose to have a personality when they just showed her in 3 fucking episodes where she's not even established long enough!!Her 1st appearence she's in a coma, her 2nd is a flashback and the 3rd she was barely conscious and was shot dead by cinder!Basically they showed her just to killed her off....what a bunch of dicks!!
