The curse isn't to turn somebody into a person trapped in a girl's body,it is to turn somebody into a girl. If the brain wasn't that of a girl, then Ranma wouldn't have turned into a girl. I.E Ranma is just a girl that has memories of being a boy and reacts based on those memories.
