Oh yeah, this was from a cartoon movie I watched on TV once! Regular TV. Pretty good movie, honestly. It's about a family who runs a shop of items for suicide. It's set in a world of disgruntled, depressed people, who are tired of living, and the family is more than "happy" to help them, though they too are disgruntled with life themselves.
The only except in the family is the youngest kid, who is actually very jolly, and he and his friends want to make sure people can find joy in life again. So he comes up with a plan to both help his family find joy first, as well as to sabotage the shop.
Regarding this scene... his older sister always saw herself as ugly, and that no one would ever love her, in the same way she doesn't love herself. So, for her birthday, her younger brother offered her a vinyl (or was it a cassette?) with soft music, and a silk cloth for her to dance with. She ends up doing just that, that's what this scene shows.
This was all a plan by the younger sibling to help his sister feel comfortable with herself and her own body, which works remarkably well, as she becomes a lot happier ever since, even meeting new people and finding love! This scene where the kids are spying on her was both the younger sibling's friends being peeping toms of sorts, and the younger sibling himself wanting to show his friends how his sister really is beautiful (it's all platonic from his side you goons, at least that's how it felt to me), and he just liked to see her dancing with newfound happiness.
