1. His body is green, likely because the person who made this just threw Link's head on someone.
2. Cia just has dark skin, it's not really interracial since they're both Hylians or... Hylians split apart from their other Hylian half... something like that.

The animator has also gone on record as being colorblind so he literally can't tell. He said he needs to start having someone else do the coloring or at least double-check :P
