Got to wonder how she got chained to there, the zombies aren't smart enough to do stuff like that, not even the special infected are either, and it couldn't of been the other three survivors. Bill isn't the kind of guy to do that, no nonsense and probably isn't interested in chaining Zoey up. Louis is too much of a nice guy to do something like that and Francis, he may be a bit iffy at times but he would never chain Zoey like this. It can't be other survivors because barely are even left.
