To be fair Fire Nation seems to be a nationality, not a race. They never really talk about race much in the show even.

They never mention race in Avatar, but due to the fact that the producers said that the Fire nation are based off the Japanese, I just assume that they must be an ethic group/ race.
Plus, look at the names, the fire nation names all sound Japanese-esque (Ozai, Zuko, Iroh). Same thing with the Earth nation names sounding Chinese-esque.
