Comic book guy here: In fact the tags were wrong. This is Roman Sionis aka Black Mask. In some versions, his mask is carved out the Wood that made up his fathers casket. In some newer versions this even gives him the ability of mind control.
However it gets interesting if we consider this to be the Arkham Version..Why? Well because Sionis was actually impersonated by the Joker in the Arkham Origin game, which this likeness stems from.
However since i know the full clip this is taken from, i can tell you that we actually see the joker in one scene, having been captured by Sionis, thus forcing Harley to do these things.
