Actually, after ROTS the dna of Jango Fett was stretched so thin because of its constant use, so the remaining clones were drafted into the Empire, along with the recruiting (mainly humans) citizens of the galaxy in as well. Luke actually wanted to go and join the imperial navy and be a tie piolt before the events of ANH. Wedge Antilles was an imperial cadet as well, and was rescued by Sabine and Phionex Squadren when he defected.

@anon3If you lol closely at the pockets on the belt, and compare them to Stormtrooper or Phase 2 armor, you can see that the armor is phase one, which stormtroopers, let alone normal humans, never wore.
