Pretty sure this is "John Doe" from the TellTale games series so it's possible he liked Harley enough to be bothered by it...well, at least before some of the endings of that game when he goes full-psycho.

On the other hand, yeah, it's the Joker so 30 seconds after the video stops he might jump up, tell the goons "see, told you, she's CRAZY for me, she'll do what ever it takes to save me!" and inform Harley that this was his way of buying her a puppy and playing a little practical joke, what ever suits your head canon really lol

to anyone wondering: "Joker" is actually Clayface. It's a set up from Black Mask. It's revealed in the full movie, "Scarlet Nights"
