It is "not porn" but on rule34.xxx we have a explicit/questionable/safe flag. This feature is poorly described (SFW stuff might still be deleted) but basically means, that everything sexy or part of a series (e.g. sfw pages in a doujin) is fine.

Eh, it depends on your perspective sure they may be fucking and i can see how people might think of this as porn but i wouldn't really call it that sense you don't see anything.
