It's meant to keep her head up, so she has too look at her master, whoever it is, and putting her head down will make the spike poke her.

There are other ways to make sure to keep in line than this, a master's job is to train, and keep his slave in her place but also must have the smarts not to in danger his slaves life, even thru the hard pounidings and torture a master must love and take care of his pet
