Actually since she never went through the trial of grasses she's technically NOT a Witcher, though she was trained by them.

Unfortunately Ciri is not a true Witcher. Because she was so promising, the trial of grasses was deemed too dangerous for her to go through (only 1/3 people survive it). She got additional magic training from the witches instead.

Actually she IS a true Witcher depending on which ending you get in 3. She also has the elder blood flowing through her, which makes her not only the most powerful witcher, but likely the most powerful being in the world.
