This is a strange question, but if this pic is any indication, it's obvious how Serana and Valerica become 'Daughters of Coldharbour', but then how did Harkon obtain such power as well? Especially considering he got it the same time his family members did?

Harkon himself explains that it was a mass human sacrifice. To quote the man himself: "I pledged myself to Molag Bal, and in his name I sacrificed a thousand innocents. In reward, he gave everlasting life to myself, my wife and my daughter." That and Valerica's dialogue mentions that it's specifically women who are offered to Molag Bal to be raped.
