Lots of methods, here's two that I know of.

1. After Effects: Break up the shapes into separate parts and painstakingly animate each part independently.

2. 3DS Max (or other 3D software, probably the method used here): Use the image as a reference and make a wire-frame around the character(s), then animate the wire-frame for movement and overlay the image on the wire-frame as a texture. To get it to look this animated you would need the background and foreground characters layers separately, though you can get a similar effect with any jpeg.

I would say most of these are done in After Effects rather than 3DS Max. And they don't "animated each part independently" they basically create a skeleton for each character so that when one one part is moved will move other parts will move naturally along with it. They do the same thing for League of Legends login screens...here's an example: www.youtube.com/watch?v=-bXtXtmRwdE
