Ok; I see two problems here.

1. Mega Charizard seems to be doing a little... unbirthing action here. Shouldn't that be in the taglist somewhere?
2. This isn't oral; it's unbirthing. Opposite end; dude.

Whoever tagged this needs to try again completely.

Also; if you wanna know; I got my Mega Charizard right around the Grass gym; and I evolved him from a Charmander. (Actually; the very first trainer I faced in Pokémon X's grass gym gave me the last little bit of EXP I needed for Mega Charizard-X. Which I promptly used to defeat the Gym leader AND his Pokeranger protégés. [Ah; they grow up so fast these days...])

And I've been able to control Char-X perfectly.

So unless Red got his Char-X directly from a trade, AND he didn't raise it from a Charmander (or from an egg), AND he got it extremely early in the game, then this isn't going to happen.

I know Char-X is OP. All the Pokémon in X and Y are; thanks to the redesigned EXP Share (which is now a simple on/off Key Item that gives all your current party's Pokémon EXP while on) and the fact that you now get EXP regardless of whether you capture a Pokémon or defeat it. (In fact; Char-X is so OP that I'm at Level 99 with him---no rare candies or other items needed! [And I only have 1,412 EXP to go until I reach Level 100!] I may be well past the Elite Four; but I'm going to go back and attempt to sweep them and my old friend Diantha using only one Pokémon---my baby, my pride and joy---my Char-X; soon to be at the level cap of 100! The Elite Four AND Diantha... they're all TOAST! [There's one man, Siebold; that may pose a threat, but I'll save him for just before I head to face the champ. My beauty should be at 100 by then!] My other main Pokémon; and old friend, the famous [or infamous; just depends on how you look at it] Mewtwo, is at 88; and still climbing rapidly. My "designated capturer" Pokémon; which has the move False Swipe, is Heracross. He's currently at level 87; also climbing rapidly. My Ampharos is at 52; a Pupitar I got in a trade is at 54; and a Manectric [which I got as a trade from Japan while still an Electrike] is at 52 as well. [I think I'll keep Ampharos and Manectric in reserve in case Char-X falls against Siebold.])
