I would assume, based on gameplay alone, that a flame atronach can choose whether she burns those around them or not. In battle, my summoned Flame Atronachs have the Flame Cloak ability activated, but I can stand right next to her and not be burned.
but why doesn't he just drink a SHIT TON of flame resistance potions? I would try to make a potion that was so powerful you could fuck a FLAME ANTRONACH after just ONE bottle!
