Since Frieza is an extraterrestrial alien with no obvious gender markers and no female members of his race are ever shown, it is possible that he's actually genderless. As for the male pronouns, it's very common to use male pronouns when the gender of a person is unknown, mainly because the english language doesn't have gender-neutral pronouns. "it" doesn't count as gender-neutral since it can refer to anything, living or not. Calling a person "it" generally doesn't sound right, either.
Most people assume Frieza is male because of the pronouns, the lack of feminine features (but then again, we don't know what features of his species are considered masculine or feminine, and that's assuming there are any to begin with) and the way he acts.
TLDR: He could be genderless but we don't know enough about his species to be sure (or what his species is even called).
Actually Gloom, Frieza is a guy. Frieza's race is probably like Piccolo's, I also remember Cooler calling Frieza his brother and King Cold calling him his son. Frieza is the only one whose gender is unknown, Cooler is clearly a guy, and Frieza calls King Cold his father.
