Whether you consider this to be crossdressing or not depends on what part of him you're using to validate that term: his gender or his appearance.

This could go either way, but IMO this isn't crossdressing because he would look like a woman when fully clothed. It's not until the clothes come off that you see him for what he is.

It's also worth considering that the main functional difference between male clothing and female clothing is that each is designed to fit a particular body shape.
