Presumably this is meant to be one of the proposed scenarios in which the tribunal murdered nerevar, except nerevar was still a chimer at this point not a dunmer so...wrong colour, he should be golden like almalexia.

Judging by the architecture in the background, this is in Mournhold. I think this would actually be a hypothetical scenario where she successfully kills Nerevarine (who canonically was dunmer), much like she attempted to in the Tribunal expansion.

The dead guy is most likely Sotha Sil. She killed him because she went insane. He chose to take on the form of the Dunmer rather than keep the form of the chimer, hence the dark skin.
