My problem is that, i want to use the same concept that the artist tekuho used there

And want to know if it is ok to use his concept, if it is well seen to be inspired by someone else's work?

Dude, half of famous artist were inspired by someone else's work. As long as its not a straight photoshop or barely edited trace of the original and claiming its yours and 100% original (quite a few pics out there are like that) then it really isnt a problem to be inspired by or draw stuff similar to another artist's work
