Tagging policy is "Tag what you see, not what you know". You can't see a character's sexual orientation so you're not supposed to tag it.
Yep, you'd be tagging the sexual activity, not the character's sexual orientation, based on what the character is doing within the image. For example, gal fooling around with another gal = lesbian/yuri
in that image. Gal fooling around with a guy = hetero/straight
in that image. Since the rule is "Tag what you see, not what you know", lore or history relating to the characters is completely irrelevant and the only thing that matters from a tagging perspective is what is depicted in each image.
