Can people please get punished in some way somehow if they don't tag something that's very fetish-specific? I cannot count how many times I've seen gay furries giving each other head without a tag saying furry, gay, or anything.

Because most of the furry stuff comes E621 via bot. E621 is a furry place so furry doesn't get tagged by default over there as, well, no shit. They insisted on male/male rather then gay too.

As for punishment, you may find that a lot of the images that are missing the tags you mention were uploaded by the bot and not a human member of the site. The bot doesn't add tags on its own, it just copies whatever tags are present on the image wherever it gets the image from.

My favorite is how they add the delightfully non-specific tags "hair", "bodily_fluids", and "genital_fluids" to almost every image.

The think everything needs to be in a category and sub category. I like to call tags from there "bloat tags'. You see a post that has a buch of tags and realize 5 of them are just covering a charterer is wearing socks alone.
