Great personality = deep, introspective, smart, emotionally intelligent, etc.

No personality = shallow, basic, unintelligent, etc.

Well that 5/10 probably rises and the 10/10 probably drops given I find personality often skews my perspective of one's physical attractiveness.

Either way, I'm trying my luck with the lady who has a richer personality.

I've always considered 'No Personality' to be someone who isn't inherently interesting or unique or lacking depth of character, be it in their behaviour, life experience, interpersonal skills or even hobbies.

That said, it's pretty subjective. I wouldn't exactly say a girl lacking in intelligence is inherently lacking in personality, in fact it could easily feed into the 'Lovable goof ball' type persona. In that instance, her lack of intelligence could be quite endearing. Intellect is a fickle subject matter since it's a wide spectrum, so I'm not sure if you're referring to knowledge base, social acumen, emotional sense, inherent wisdom or some other factor.

Likewise with being shallow, it can often be a strong trait for some people, so I can't say they don't have a personality when it'll likely be accompanied by other traits such as materialistic or deceitful, it's just an ugly personality, to me anyway.

The question itself is more of a filter for people that are shallow and have a shitty personality. Personally, I'd rather take a person with a 2 or 3 in appearance if they have a healthy mind, rather than a vapid supermodel. There are enough Amber Heards out there, your hand will probably be more appealing and you won't feel as bad about yourself after. Sex only lasts a finite number of minutes (or hours if you have time), but if a woman can't tell me about her favorite books, music, movies, TV, artists, philosophy, thoughts on politics or religion... I dunno, I guess I'm too old to waste my limited time on people who don't even have the vocabulary to formulate an opinion.
